Yes, as long as the first landing (possibly the destination) in the USA is at an international airport with U.S. Customs and Border Protection (CBP) services available.
And, the same is true for leaving the USA. You can depart from any airport (or field) as long as you fly into a Canadian Border Services Agency (CBSA) authorized airport of entry.
